​Do I need a Backflow Prevention Device Tester Certificate?
If you need to test backflows for your job in San Bernardino County, you are required to receive this certification. The online exam you must take is based on the 10th Edition USC Connection Manual. If you have already completed an accredited 40-hour backflow training program, e.g., AWWA (American Water Works Association), CRWA (Cal Rural Water Association), or USC Certified Course etc., or successfully completed a backflow related course at an accredited college, the online exam will be waived.
What does this certification allow me to do?
A Certified Backflow Prevention Device Tester Certificate issued by DEHS allows you to inspect, maintain, or test water backflow prevention assemblies within the County.
When do I need to receive this certification?
The certification is required prior to any permitted work.
What do I need to do to receive the certification?
1. Take the class/courses or the written online exam offered on this webpage.

2. Complete the hands-on practical exam at the health department. You can find the testing times and location here.

3. Once you have successfully completed and passed your exams, you will receive your final certificate and your name will be placed on the Commercial Backflow Testers list on the County’s Public Health website.
How long does my certification last?
Your Certified Backflow Prevention Device Tester Certificate will last for 3 years.
How much does this certification cost?
The certification costs $223 with an annual fee of $138. However, you will pay the County once you’ve filled out your application for Backflow Prevention Assembly Tester. No additional fees will be collected to take the online exam. *The hands-on exam is provided three times a year. Once you have turned in your application, EHS will contact you prior to a test date.
What do I need to do to get recertified?
Once you are certified, you do not need to take the online exam again. You will qualify to take the practical exam after your certification expires in 3 years. For more information on backflow testing, please go here.
